General Information:

  • All candidates, whether in Government Service or Government owned Industrial or Public Enterprises or other similar organizations or in private employment should submit their applications online directly to the HP Vidhan Sabha Secretariat. Persons already in regular Government service, whether in a permanent or temporary capacity are required to submit a declaration that they have informed in writing to their Head of Office/ Department that they have applied for a particular post. In case, a communication is received from their employer by the HP Vidhan Sabha Secretariat withholding permission to any candidate applying for/ appearing for the examination, his/her application(s) will be liable to be rejected.
  • Casual/ adhoc / daily waged/ work charged/contractual employees do not need to produce NOC from the concerned employer.
  • In Government service (regular service) candidates may apply to the HP Vidhan Sabha Secretariat along with requisite fees with information to their Head of Departments / Employer for issuing NOC. Any candidates, who are in regular Government Service or Government owned Industrial service, will not be interviewed unless he/she produces NOC from the concerned employer.
  • Furnishing of false information and documents or suppression of any factual information in the application form would entail disqualification. If the fact that false information / document(s) has been furnished or that there has been suppression of any factual information in the application; comes to the notice at any time during the service of a person, his/her service would be liable to be terminated.
  • The applicant shall upload his/her latest photograph in the space provided in the application form. He/she is also required to paste a similar photograph on the Identity Card portion of his/her Admit card, which will be downloaded by the candidates from the website of the HP Vidhan Sabha Secretariat for appearing in the written objective type examination.
  • The candidates applying for the post(s) should ensure that they fulfill all the eligibility conditions for admission to the examination. Their admission at all stages of written objective type examination for which they are admitted by the HP Vidhan Sabha Secretariat viz., written objective type examination and interview will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after the written objective type examination or during interview criteria, it is found that they do not fulfill any of the eligibility conditions; their candidature for the examination will be cancelled by the HP Vidhan Sabha Secretariat.
  • The eligibility of candidate(s) called for the interview/evaluation process will be determined on the basis of original documents produced on the day(s) of interview/evaluation process and the HP Vidhan Sabha Secretariat will not be responsible if the candidature of any candidate is rejected at that stage or at the time of verification by the Selection Committee. As such, admission to the written objective type examination / interview/evaluation process shall be purely provisional.
  • Re-checking/ re-evaluation, for the written objective type/descriptive examination will not be allowed in any case. (iv) Disputes, if any, shall be subject to Hon’ble HP High Court jurisdiction at Shimla.
  • Before filling up the application form, the candidates are advised to read carefully the advertisement and R&P Rules for the post(s) and also ensure that he/she is eligible as per the criterion as prescribed in the advertisement/Public Notice.

  • Online application forms submitted incomplete i.e. without requisite examination fee, scanned photograph, scanned signature, educational certificate, reservation certificates and date of birth proof (matriculation certificate) will be rejected straight way without assigning any reason.
  • The application received through any other mode (Offline etc.) will not be accepted and will be summarily rejected.
  • After submission, request for change/correction in any particulars in the Application Form shall not be entertained under any circumstances. The H.P.   • The Himachal Pradesh Legislative Assembly has no pre-constitution history-the State itself is a post-Independence creation. It first came into being as a Centrally administered territory on April 15, 1948 by the integration of 30 erstwhile princely States. It was administered by a Chief Commissioner, aided and advised in the discharge of his functions by an Advisory Council Consisting of Nine members, three of whom represented the erstwhile princely States and Six being public representatives.
  • In 1951, it became a part ‘C’ State. Vide Section 3 of Part ‘C’ State’s Act, 1951 Himachal Pradesh was brought under a Lt.Governor with 36 member Legislative Assembly. First election to the Assembly were held in 1952. In 1954 Bilaspur, another part-C State, was merged with Himachal Pradesh and the strength of its Assembly was raised to 41. In 1956, despite majority recommendation of the States Reorganization Commission for its merger with Punjab, Himachal Pradesh retained its separate identity, thanks to the famous dissenting note of the Chairman of the Commission, Justice Sh. Fazal Ali which found favour with the Centre. But a great price had to be paid as Himachal was made a Union Territory sans Legislative Assembly and was placed under an Administrator designated as Lt. Governor. Instead of a Legislative Assembly it was provided with a Territorial Council with limited powers.
  • Thereafter, the people and the political leadership of the State had to literally move heaven and earth for the restoration of democratic edifice. Their efforts finally bore fruit in 1963, when a bill was passed by the Union Parliament for providing Legislative Assemblies and Council of Ministers to certain Union Territories including H.P. It was enforced in the case of Himachal Pradesh from Ist July, 1963 after receiving President’s assent. The Territorial Council which was a replica of a dyarchical form of government was converted into a Legislative Assembly of the Union Territory. The strength of the Assembly was fixed at 43 including 2 nominated members. The Assembly held its first sitting from Ist of October 1963. Continuity of the Assembly is considered from this date hence its silver jubilee was celebrated in the year 1988. With the merger of new areas into Himachal Pradesh in 1966, the number of Members in the House rose to 56 including 2 nominated. The strength of the House was further raised to 63 (60 elected and 3 nominated) after section 24 (3) of Punjab Reorganization Act, 1966 (Act No. 31 of 1966) came into force in 1967. Finally it was on January 25, 1971 that a big leap forward was taken and the abode of gods (‘Devbhumi’ as Himachal is called) made its debut as the 18th State of the Union of India. The declaration of a full fledged State came from none other then the Prime Minister of India Mrs. Indira Gandhi from the historic Ridge Maidan. After delimitation of Assembly seats in the year 1971-72, the number of Members in the Assembly now stands at 68.
