  • Applications are invited for filling up of the under mentioned vacant posts under Higher & Technical Education Department for various Govt. Colleges. The prescribed application form and self-assessment form can be obtained and submitted from 10:00 AM to 3:00 PM till 20/12/2019 in the office of Mizoram Public Service Commission, Mizoram New Capital Complex, Aizawl and the Offices of Deputy Commissioners Lunglei, Siaha, Champhai, Lawngtlai, Serchhip, Kolasib and Mamit during office hours on cash payment of application fee of ` 300 (` 150 for SC/ST applicants ) or by depositing into the Treasury under the Head – 0051- PSC, 105-State PSC (Examination Fee. etc.) or by uncrossed Indian Postal Order (IPO) drawn in favour of Secretary, Mizoram Public Service Commission or by depositing to the Commission’s SBI account (Branch: New Secretariat, Account No.: 31167542783, IFSC Code: SBIN0013053,MICR Code: 302002047).
  • Persons with Disabilities are exempted from payment of application fee.For applying reserved quota, applicant should submit Certificate of Disability issued by a Competent Authority which should invariably be enclosed in the application.
  • The application form and self-assessment form are also available for download in the Commission’s website https://mpsc.mizoram.gov.in under Advertisement 2019-2010 section.
  • Good academic record as defined by the concerned university with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the Master’s Degree level in the relevant subject from an Indian University, or an equivalent degree from an accredited foreign university. Relaxation of 5% shall be provided at the Master’s level for the Scheduled Caste/Scheduled Tribe/Differently-abled (Physically and Visually differently-abled) categories for the purpose of eligibility and for assessing good academic record.
  • Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET.
  • NET/SLET/SET shall also not be required for such Masters Programmes in disciplines for which NET/SLET/SET is not conducted.
  • The application should be accompanied by a cash receipt / IPO / Bank Draft / Treasury Challan / Postal Money Order / Uncrossed Postal Order for Rs.300/- (Rs.150/- in case of Candidates belonging to ST/SC and O.B.C.) drawn in favour of Secretary, Mizoram Public Service Commission by way of application fee.
  • If payment is done online, transaction reference number / ID should be clearly indicated in the space provided at Sl. No. 5 of the application form.
  • Only certified copies of (i) Certificates and marksheets for educational qualification from H.S.L.C. and above examinations (ii) Certificate of SC/ST etc., if claimed, and any other certificates required should be submitted along with the application.
  • For those already in Service, the application should be sent through Proper Channel and an advance copy should invariably be submitted directly to the Mizoram Public Service Commission.
  • Submission of applications after last date will not be entertained.
  • Candidates should check their applications and see that the applications are duly signed, complete in all respects and supported by documentary evidences.
  • Incomplete applications will summarily be rejected.
  • Canvassing by a candidate directly or indirectly will disqualify the candidate.

About Us:

  • In the year 1919, the Government of India sent a proposal in respect of the Constitutional reforms to the Secretary,Government of India therein,for the first time, the matter of Public Service Commission was discussed and the provision of establishing the Public Service;Commission was made under Section 96-C of the Government of India Act,1919.However, the said provision did not came into force for a period of 7 years. In pursuance of the recommendations of the Lee Commission appointed in the year 1923, the Federal Public Service Commission was established for the Government of India in the year 1926. The Lee Commission had effectively put forth the necessity of the Commission. Therein,it was emphasised that for effective civil service, it was necessry for it to get protection from political and private influence and that, for that purpose it was necessary to have Public Service Commission for the State. Nevertheless,the Government of India Act, 1919 was silent on setting up Province-wise Public Service Commission. However, the Lee Commission had also recommended that for keeping control over the recruitment and in order to curtail the political influence, the Provinces should enact a law for their own respective Public Service Commission.In pursuance thereof, Madras Province took initiative and it was the first Province to enact a law in the year 1929 and to set up a Provincial Public Service Commission.
  • On the constitution of Mizoram as full fledged State of India on 20.2.1987, it has become a constitutional necessity under Article 315 of the Constituion of India to have a Public Service Commission to be consulted by the State Government on the matters of appointment to Civil Services and posts under the Government of Mizoram. The very first action of the State Government towards constituting its own Public Service Commission was to create various posts under envisaged Public Service Commission like Secretaries,Clerical Staff,drivers and peon which were a necessity for a establishment. These posts were created vide Notification No. A 11020/1/87P&AR(GSW) dated 10.11.1987. Subsequently,the Government of Mizoram had promulgated another regulation under Article 318 called the Mizoram Public Service Commission Regulation 1989 vide Notification No A.11020/1/87-P&AR(GSW) dated 11.5.1989 which provide Chairman and not more than three Members.
  • The Government of Mizoram,vide Notification No A 11020/1/87-P&AR(GSW) dated 30.4.1991 had appointed Pu S.R.Vala an IAS Officer of Orissa Cadre,as the first Chairman of Mizoram Public Service Commission. He Joined the Commission on 1.5.1991.Thus ,after four long years of Statehood, the Mizoram Public Service Commission came into existetence. The Government of Mizoram vide Notification No A.11020/1/87 -P7AR(GSW) dated 12.7.1991 has appointed Pu M.Lalmanzuala IAS to be a first Member of the Commission and he joined on 15.7.1991.
