General Information:

  • that the upper age -limit mentioned above, shall not apply in the case of an ex-prisoner who had served under the Government on a substantive basis on any post before his conviction and was eligible for appointment under the rules.
  • that the upper age- limit mentioned above, shall be relaxed by a period equal to the term of imprisonment served in the case of an exprisoner who was not over age before his conviction and was eligible for appointment under the rules.
  • that the persons appointed temporarily to a post in the service shall be deemed to be within the age-limit had they been within the age-limit when they were initially appointed even though they have crossed the age- limit when they appear finally before the Commission and shall be allowed upto two chances had they been eligible as such at the time of their initial appointment.
  • that the Cadet Instructors shall be allowed to deduct from actual age, the period of service rendered by them in N.C.C. and if the resultant age does not exceed the maximum age- limit prescribed above by more than 3 years, they shall be deemed to be within the prescribed age- limit.
  • Notwithstanding anything contained contrary in these Rules, in the case of persons serving in connection with the affairs of the State in Substantive capacity, the upper age- limit shall be 40 years for direct recruitment to posts filled in by competitive examinations or in case of posts filled in through the Commission by interview.
  • that the Released Emergency Commissioned Officers and Short Service Commissioned Officers after release from the Army shall be deemed to be within the age – limit even though they have crossed the age – limit when they appear before the Commission had they been eligible as such at the time of their joining the commission in the Army.
  • that the upper age limit for persons serving in connection with the affairs of the Panchayat Samitis and Zila Parishads and in the State Public Sector Undertakings/Corporation in Substantive capacity shall be 40 years.
  • According to the Rajasthan Civil Services (Absorption of Ex-servicemen) Rules, 1988, relaxation in upper age limit shall be given 05 years to Exservicemen. Provided that permissible age after relaxation work out to be more than 50 years then upper age limit of 50 years will be applicable.
  • Second Class Post-graduate degree in Economics/Sociology/Statistics/Mathematics/Commerce/ Public Administration from an Indian or foreign University. Candidates with a Post-graduate degree in Mathematics or Statistics or Public Administration should have had Economics or Sociology as one of the subjects in degree course.
  • A certificate (RS-CIT course conducted by Rajasthan Knowledge corporation Limited) awarded by Vardhaman Mahaveer Open University, Kota or any other certificate awarded by a competent authority declared equivalent to above certificate by Department of Information, Technology and Communication in Government of Rajasthan.
  • One year experience of handling important statistical records on the post of Statistical/ Research Assistant or on an equivalent post in a Government Department or University or Research Organisation and one year’s experience of conducting socio-economic sample surveys, designing of schedules supervising the field work and drafting memoranda and reports.
  • Working knowledge of Hindi written in Devnagri Script and knowledge of Rajasthani Culture.

  • Rajasthan Public Service Commission had a glorious past of nearly 70 years. During 1923, the Lee Commission had recommended setting up of a Central Public Service Commission in India, but it did not give much thought to the need of establishing similar commissions in provinces. It was left largely to the discretion of provincial Governments to recruit and exercise control over their Services, as they thought proper.
  • At the time of formation of Rajasthan, the institution of Public Service Commission existed in only three of the 22 covenanting states viz. Jaipur, Jodhpur and Bikaner. The successor administration after the merger of the princely states promulgated an ordinance on 16th August, 1949 establishing the Rajasthan Public Service Commission Ajmer which was published in Raj. Gazette at 20th August, 1949. In thrid para of point no. 1 of this ordinance, it is clearly mentioned that the Commission will come in to effect from the date on which notification regarding appointment is published in Govt. Gazette. However the notification regarding appointment was published in the Rajasthan Gazettee on 22th December, 1949 and it was on this date that RPSC came into effect. It provided for the abolition of the PSCs or other institution performing duties in the nature of those of a PSC in the constituent states. The ordinance also provided inter-alia, for the composition of the Commission, the staff and the functions of the Commission.
  • Initially the composition of the Commission was one Chairman and 2 Members. Sir S.K.Ghosh (also the then Chief Justice of Rajasthan) was appointed Chairman. Subsequently Shri Devishankar Tiwari and Shri N.R. Chandorkar were appointed Members and Shri S.C. Tripathi (I.E.S), formerly a member of the Federal PSC was appointed as Chairman. In the year 1951, in order to regulate the working of the Commission, the Rajpramukh issued the following Regulations under the provisions of the Constitution of India.
  • 1. The Rajasthan Public Service Commission (Conditions of Service) Regulation, 1951 and
    2. The Rajasthan Public Service Commission (Limitation of Functions) Regulation, 1951.
  • In view of its important and impartial function, Public Service Commissions rightly find a place of pride in the Indian Constitution. Articles 16, 234, 315 to 323 deal with various functions and powers of the Public Service Commissions. The working of Rajasthan Public Service Commission is also regulated by Rajasthan Public Service Commission Rules & Regulation, 1963, Rules framed by the Rajasthan Public Service Commission for conduct of their Business and the Rajasthan Public Service Commission (Regulations and validation of Procedure ordinance 1975 & Act 1976).
