General Conditions:
- Online applications are invited from the prospective candidates through the proforma application to be made available on the Website of the Commission (http://opsc.gov.in).The link for registration/ re-registration and payment of examination fee shall be available from 21.10.2020 to 20.11.2020 (Note: 27.11.2020. is the last date for submission of Registered Online Application.) for recruitment to 32 (Thirty two) posts of Geologist, 03 (Three) posts of Petrologist, 02 (Two) posts of Geophysicist and 05 (Five) posts of Mining Officer in Group – A of Odisha Mining and Geology Service under Steel and Mines Department in the scale of pay of Rs. 56,100/-, in Level 12, Cell – 1 of ORSP Rules, 2017 with usual Dearness and other Allowances as may be sanctioned by the Government of Odisha from time to time.
- The candidate must be a citizen of India;
- A candidate must be of sound health, good physique, active habits and free from organic defects or bodily infirmity and otherwise suitable for active work in workshop and field work and shall be required to appear before the State Medical Board for medical examination as to his physical and mental fitness.
- The candidate must be able to read, write and speak Odia fluently and must have passed at least an examination in Odia language equivalent to that of Middle English School Standard conducted by the Board of Secondary Education, Odisha or the Education Department of the Government of Odisha or any other Board or Council of Secondary Education approved by the Government of Odisha in support of passing of Odia Language (M. E. School Standard);
- A candidate, who has more than one spouse living, will not be eligible for appointment unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons;
- Government servants, whether temporary or permanent, are eligible to apply provided
that they possess the requisite qualification and are within the prescribed age-limit as provided under Para – 3 & 4 of the Advertisement. They must inform their respective Heads of Offices in writing regarding submission of their applications for this recruitment and obtain “No Objection Certificate”. - If a candidate has at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any examination/Viva Voce test, he/she will not be eligible for such recruitment for that specified period/chance(s);
- A candidate who claims change in his/her name after having passed the High School Certificate Examination or equivalent examination, is required to furnish copy of publication of the changed name in local leading daily newspaper as well as copy of notification in the Odisha Gazette in support of his/her change of name.
- Only those candidates, who fulfil the requisite qualification & are within the prescribed age limit etc. by the closing date of submission of online application, will be considered eligible;
- Every candidate selected for appointment shall be examined by the Medical Board as prescribed by the Government. A candidate, who fails to satisfy the Medical Board, shall not be appointed;
- A candidate found guilty of seeking support for his/her candidature by offering illegal gratification or applying pressure on any person connected with the conduct of the recruitment process or found indulging in any type of malpractice in course of the selection or otherwise, shall, in addition to rendering himself /herself liable to criminal prosecution, be disqualified not only for the recruitment for which he/she is a candidate, but also may be debarred, either permanently or for a specified period, from any recruitment or selection to be conducted by the Commission;
- The provisions of the Odisha Conduct of Examination Act 1988 (Odisha Act – 2 of 1988) are applicable to the examination conducted by the Odisha Public Service Commission;
- Online applications submitted to OPSC if found to be incomplete in any respect are liable to rejection without entertaining any correspondence with the applicants on that score;
- Admission written examination / Viva Voce test will be provisional. If on verification at any stage before or after the written examination / Viva Voce test, it is found that a candidate does not fulfil all the eligibility conditions, his/her candidature will be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of candidate shall be final;
- This advertisement should not be construed as binding on the Government to make appointment;
- Every Geologist/Petrologist/Geophysicist/Mining Officer on his/her first appointment to the service shall be on probation for a period of two years from the date he/she actually joins in the post. The appointment can be terminated on one months notice from either side without assigning any reason thereof.

- Candidates must apply online through the concerned Website of the OPSC http://opsc.zov.in. Applications received through any other mode would not be accepted and summarily rejected.
- Before filling up the online application form, the candidates must go through the following documents available at OPSC portal.

- Candidates are requested to upload the scanned image of latest passport size photograph along with scanned image of his/her full signature and scanned image of Left hand Thumb Impression(LTI) in the online application form. Uploaded photograph, Specimen (full) signature and LTI must be clearly identifiable / visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be entertained.
- Candidates should keep at least two copies of latest passport size photograph which is uploaded to the online application form for future use.
- On successful submission of the online Registration, an unique “Permanent Public Service Account Number (PPSAN)” will be assigned to the applicant. Applicants are required to take printout of the finally submitted online Registration/Re-registration and Application forms .for submission to OPSC with ink signed signature and along with copies of requisite certificate & documents.
- The candidates are advised to submit the Online Application Form well in advance without waiting for the closing date to avoid last hour rush.
- Admission Letter for the eligible candidates to appear in the Examination shall be uploaded in the Website of the OPSC prior to the date of examination which will be published in the Website and Newspapers. The candidates are required to download their Admission Letter from the Website of the Commission and produce the same at the Examination centre for admission to the examination. No separate correspondence will be made on this score.
- Any complaint on the conduct of examination must be sent to the Grievance Wing of the Commission by e-Mail (opsc@nic.in) within 05 (Five) days of completion of the examination.
About Us:
- The Origin of the Public Service Commission in India is found in the First Dispatch of the Government of India on Indian Constitutional Reforms on March 5, 1919 which referred to the need for setting up some permanent office charged with the regulation of service matters. This concept of a body intended to be charged primarily with the regulation of service matters, found a somewhat more practical shape in the Government of India Act, 1919. Section 96C of the Act provided for the establishment in India of a Public Service Commission which should “discharge, in regard to recruitment and control of the Public Services in India, such functions as may be assigned thereto by rules made by the Secretary of State in Council”.
- After the passing of the Government of India Act, 1919, a prolonged correspondence took place between the Secretary of State, the Government of India and Local Governments, regarding the functions and machinery of the body to be set up. This continued for over four years. No decision was, however, arrived at, and the subject was referred to the Royal Commission on the Superior Civil Services in India (Lee Commission). In their report dated 27th march, 1924, the Lee Commission recommended that the statutory Public Service Commission contemplated by the Government of India Act, 1919 should be established without delay.
- In spite of the provisions of the Section 96(C) of the Government of India Act, 1919 and the strong recommendations made by the Lee Commission in 1924 for the early establishment of a Public Service Commission, it was not until October, 1926 that the Public Service Commission was set up in India for the first time.
- The first Public Service Commission was established on October 1, 1926. The Commission consisted of four Members in addition to the Chairman, appointed by the Secretary of the State in Council. Sir Ross Barker, a member of the Home Civil Service of the United Kingdom, was the first Chairman. The Commission was built up by him and his successors on the model and in accordance with the traditions of the British Civil Service Commission.
