General Information:
- Online applications are invited from the citizens of India for filling up of 43(forty three) posts of Agriculture Development Officer, Group ‘A’ (Junior) Agri. Service, under the Department of Agriculture, Govt. of Arunachal Pradesh in the Pay Matrix of Rs. 56,100-1,77,500/- (level-10)and other allowances. Out of 43(forty three) posts, 34 (thirty four) posts are reserved for APST candidates, 08 (eight) posts are un-reserved and 01 (one) no. of post is reserved for APST PwD candidates with One leg and Hearing Handicap. The vacancy position is subject to variation.
- Before applying online Application for the post, candidate must mandatorily register themselves in ONE TIME REGISTRATION (OTR).
- Candidates are required to apply online using the website www.appsc.gov.in. Detail instructions for One Time Registration (OTR) and Online Application are available on the above mentioned website. The applicants are advised to submit only single application; however, if due to any unavoidable situation, if he/she submits another/multiple applications, then he/she must ensure that application with the higher Registration IDs (RID) is complete in all respect like applicants’ details, photograph, signature, Photo ID, fee etc. The applicants who are submitting multiple applications should note that only the applications with higher RID shall be entertained by the Commission and fee paid against one RID shall not be adjusted against any other RID.
- Those who have already registered in OTR need not register again and they can directly log in to fill up online form using their user ID and password.
- Candidates must have attained the 18 years of age and should not more than 32 years as on 05,02.2021, however, the upper age limit is relaxable in accordance with the instruction issued by the Govt. of Arunachal Pradesh from time to time.
- Candidates for the post must hold a Bachelors Degree in Agriculture Science from any recognized university of India.
- However, the final year students who are to appear for such final examination shall also be eligible to apply. Such candidates who are declared to have qualified by the Commission in the written examination will have to produce original certificates or marksheets of passing their pre¬requisite degree examination issued by the Assistant Registrar/Registrar/Controller of Examination/Vice-Chancellor that will only be accepted by the Commission on or before the date of interview/viva voce. Without the Original Certificate/Marksheet they shall not be allowed to appear in the viva voce.
- If due to non holding of convocation the degree certificate cannot be produced then marksheet issued by competent authority should be produced as proof of having passed the qualifying examination and for the candidates of recognized Autonomous Colleges, THE MARKSHEET/GRADE REPORT IN ORIGINAL, issued by the Assistant Registrar/Registrar/Controller of Examination/Vice-Chancellor of the concerned University of recognized autonomous colleges shall only be accepted.
- The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final and binding. No candidate shall be admitted to the Written Examination unless he/she holds a certificate of Admission from the Commission for that purpose.
- The candidates who secure a minimum of 33% or more marks in each written examination papers and 45 % of marks out of aggregate total marks in the written examination papers shall be eligible for viva-voce test. On the other hand, it will further mean that selection for viva-voce test shall be based on the aggregate total marks secured in the written examination papers and subject to ratio of 1:3. The candidates securing less than 33% of marks in any of the written examination paper shall not be eligible for appearing in the viva-voce test.
- The Commission will conduct Recruitment Test (Objective Type) on General Knowledge of 100 (hundred) Marks before written examination, if it is deemed necessary to do so.
- The candidates who have been declared qualified in the written examination will have to submit photo copies (Xerox) of the following documents/information to the Commission before one week from the actual date of Interview.

- The Arunachal Pradesh Public Service Commission (APPSC) is the state agency authorized by the Government of Arunachal Pradesh to conduct the Civil Services Examination for entry-level appointments to the various departments and Services under Government of Arunachal Pradesh and to advise the government on civil service matters.
- The commission over the course of its existence has displayed utter incompetence leading to dozens of litigation, Protest and strikes including the infamous relay fast that led to the resignation of the Chairman of the Commission. In 2017 the paper set by the commission for preliminary exam turned out to be copy-pasted from various websites which led to the scrapping of the exam conducted that drew huge public flak on the competence and integrity of the current members. In 2018 the exam was conducted again. But was Challenged by some candidates citing inconsistency in commerce optional paper which again led to a huge outcry and legal challenge in 21 more subjects. The case is still ongoing in the Supreme Court.
- The Arunachal Pradesh Public Service Commission established in 1988 have been performing its role as guardian of merit and equity in recruitments to higher post of civil services for the state of Arunachal Pradesh with considerable dexterity and poise and have gained trust of people for its impartiality and integrity. This trust has been well earned over the years through smooth discharge of its constitutional role made possible by well-nurtured and time tested modes and conventions and respect for conventional values.

Launching Commission’s own website through IT & Communication Department Govt. of AP & N.I.C for the benefit of the general public and prospective candidate is one of it.

The state Public Service Commission is introducing online and offline application systems shortly to ease the process of the recruitments and to minimize the usage of paper.
- To facilitate the candidates the Commission has constructed the Exam Hall building. This building will be equipped with all comfortable facilities such as Single sitter, Air Conditioner and proper lighting. CCTV camera and other modern gadgets will also be installed to prevent malpractices during the exams.
