General Instruction:

Any infringement of these instructions shall entail disciplinary action including ban from future examinations.
- Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the written test/ examination as alrangement for safe-keeping cannot be assured. Commission will not be responsible for any loss in this regard.

- Candidates should ensure that the signatures appended by them at all the places viz. al uploaded application form, attendance list, and in other documents as well as in all the correspondence with the Commission should be identical. If any variation is found in the signatures appended by a candidate, his I her candidature will be liable for cancellation by the Commission.
- No candidate shall be admitted to the written test/examination unless he/she holds a certificate of Admission/Admit Card issued by the Commission.
- Success in the written test/examination confers no right to appointment unless Government is satisfied after such enquiry as may be considered
necessary, that the candidate is suitable in all respects for appointment. - Due care should be taken by the candidates while filling up the online application form. Incomplete or defective application form shall be summarily rejected. No representation or coffespondence regarding such rejection shall be entertained under any circumstances.
- Candidates are directed to ensure that they are in possession of all the certificates / documents in support of their claim, which have been issued on or befbre the closing date. The certificates issued after the closing date will not be accepted by the Commission.

- Candidates are required to apply online using the website of the Commission i.e. http://hpsc.gov.inlen-us/. Detailed instructions for filling up online applications are available on the above mentioned website. The applicants are advised to submit only single application. However, if due to any unavoidable situation, if he/she submits another/multiple applications, then he/she must ensure that application with the Highest Application Number is complete in all respects like applicant’s details, examination centre, photograph, signature, fee etc. The applicants who submit multiple applications should note that only the applications with Highest Application Number shall be entertained by the Commission and also that the fee paid against one Application Number shall not be adjusted against any other Application Number.
- The employees of Haryana Government who have not executed any bond with the State Govt., may forward their application without NOC from the Department. However, self-declaration of such Govt. employees is required to be submitted to the effect that employee is not facing any disciplinary proceedings. In case of employees who have executed bond with the State Govt. (viz. Doctors) the NOC of Head of the Department (HOD) shall, however, be required. If the candidate resigns after sending the application, then such candidate will be interviewed only if he/ she produces a letter from the HOD to the effect that he / she has resigned from the post and his I her resignation has been accepted. The NOC or the letter, as the case may be, shall be submitted on or before the date of his/her interview failing which he/she will not be interviewed.
- The candidate who joins service under any Govt., Quasi- Govt. Organisation, Public Sector Undertaking after the submission of application and has executed a bond, will have to produce NO OBJECTION CERTIFICATE from the employer, on or before the date of” his / her interview failing which he or she will not be interviewed”
- Persons in private employment are not required to submit their application forms through their employer or to produce the employer’s NOC / permission at the time of interview.
About Us:
- Haryana Public Service Commission,[1] known commonly as HPSC is a government agency and topmost constitutional body of Government of Haryana, responsible for conducting Civil Services examinations and Competitive Examinations to select the eligible candidates for various civil services and departmental posts.
- The foundation of HPSC was led on 1 November 1966 when Haryana state was formed after the independence movement of India. It was originally established under the provisions of Punjab Reorganisation Act, 1966. Government of India Act 1935 authorized the state government to form state public service commission.
- HPSC performs its functions as authorized by Act-1966 and 1935 provisions constitution of India. Its chairman is authorized to make independent decisions under the certain rules and regulations amended by the Government of Haryana and its state governor.
- Public Service Commissions, both at the Union and at the State level, are amongst the most important Public Institutions with long traditions which have served well. The establishment of this Institution had its origin in the history of Indian nationalism and the persistent demand of the leaders of freedom movement for progressive Indianisation of the Civil Service under British Raj. The Montagu-Chelmsford Report accepted in principle the demand for Indianisation of the higher civil services and accordingly a provision for this was made in the Government of India Act, 1919. The Royal Commission of the Superior Civil Service in India under the Chairmanship of Lord Lee, in its 1924 Report, recommended setting up of Public Service Commission of India. The Public Service Commission of India was set up on 1st October, 1926 under the Chairmanship of Sir Ross Barker.
- The first Commission at the provincial level was the Madras Service Commission established in 1930 under a 1929 Act of the Madras legislature. The Government of India Act, 1935 provided for the establishment of a Public Service Commission for each Province. Accordingly, under the 1935 Act seven Public Service Commissions were established in 1937 for the provinces of Assam (at Shillong), Bengal (at Calcutta), Bombay and Sindh (at Bombay), Central Provinces, Bihar and Orissa (at Ranchi), Madras (at Madras), Punjab and North-West (at Lahore) and the United Provinces (at Allahabad). All the State Public Service Commissions including the successors of the older Provincial Public Service Commissions came to be established after the reorganization of States after independence.
- The State of Haryana came into existence under the provisions of Punjab Re-Organization Act, 1966 (No. 31 of 1966), with effect from 1st November, 1966, when the Haryana Public Service Commission also came into existence.
