Government of India, Ministry of Railways (Railway Board) has released Vacancy Notice No. 32/2023 on 28th April 2023. This notice is for the recruitment of the Chairman & Managing Director position at Indian Railway Finance Corporation (IRFC), New Delhi.

IRFC is a Schedule ‘A’/Miniratna Public Sector Enterprise under the Ministry of Railways. It is the dedicated financing arm of the Indian Railways, responsible for mobilizing funds from domestic and overseas capital markets. With over 36 years of existence, IRFC has played a vital role in supporting the expansion of the Indian Railways by financing a significant proportion of its annual plan outlay.
The primary objective of IRFC is to meet the funding requirements of the Indian Railways through market borrowings at competitive rates and terms. They finance the acquisition and creation of assets, which are then leased out to the Indian Railways. IRFC has also diversified its borrowing portfolio by issuing both taxable and tax-free bonds, term loans, and off-shore borrowings.

IRFC is looking for a qualified and experienced individual to fill the position of Chairman & Managing Director. The selected candidate will be responsible for providing leadership and vision to the company, developing business strategies, exploring new growth opportunities, and engaging with stakeholders. They should have a strong background in finance, business development, operations, marketing, and project management.
The eligibility criteria for this position are as follows:
– Age: Minimum 45 years with a minimum of 2 years residual service for internal candidates and 3 years for others, as on the date of vacancy w.r.t. the date of superannuation (which is 60 years).
– Employment Status: The applicant must be employed in a regular capacity in one of the following:
– Central Public Sector Enterprise (including a full-time functional Director in the Board of a CPSE)
– Central Government (including Armed Forces of the Union and All India Services)
– State Public Sector Enterprise (where annual turnover is Rs 2000 crore or more)
– Private Sector (where annual turnover is Rs 2000 crore or more, preference to candidates from listed companies)
Qualification: Engineering graduate/Chartered Accountant/Cost Accountant/Post Graduate/Graduate with MBA/PGDIM from a leading institute.
Experience: At least 5 years of cumulative experience in Finance/Business Development/Operations/Marketing/Project Management in a large organization of repute. Experience in the Railway sector, Financial Accounting, and Company Practices is desirable.
Pay Scale: The eligible scale of pay will depend on the applicant’s current employment status.

The appointment for the Chairman & Managing Director position will be for a period of five years from the date of joining or until superannuation, whichever is earlier.
